China's Ministry of Commerce has issued a circular, asking its affiliates at various levels to take effective measures to encourage and guide commercial companies' sales promotions to stimulate domestic consumption and help consumers.
Mofcom says in the notice that commerce departments should direct the commercial companies in marketing planning and guide them in carrying out various sales promotions based on local economic development levels, consumption structures and consumption status to promote public consumption. In addition, they should work with the relevant departments to help commercial companies solve difficulties and problems during their sales promotion, and provide supporting funds to commercial companies that hold sales promotions in rural areas.
Mofcom asks the commerce departments to take the role of an industry association and be proactive in encouraging commercial companies to carry out sales promotions. In addition, it asks the commerce departments to cooperate with the concerned departments to crack down on any illegal behavior that is harmful to the consumers' interest, public security, and good social order.
