The General Office of China's State Council has released a guideline called "Normalizing and Invigorating the Dairy Industry".
Drafted by departments led by the National Development and Reform Commission, the guideline asks for efforts to be made to create a new atmosphere for China's dairy industry with the construction of a modern dairy industry as the general goal and quality management and rule construction as the core tasks, and to advance the safety and supervision of the whole food industry.
The guideline says that each procedure of dairy making will be normalized and support will be offered to allow dairy production to return to normal before the end of 2008. The guideline asks that good production criteria be established among dairy manufacturers and the dairy industry works to these standards before the end of October 2009.
The guideline asks that progress be made in promoting production-sale integration and processing as well as market competition normalization and quality improvement, and a general layout for developing the modern dairy industry is to be formed before the end of October 2011.
The guideline emphasizes that the departments concerned should each take concrete measures to implement the guideline and take full responsibility for supervision of the industry. It says that the inspection department should work with these departments to conduct a check and review of the implementation of the guideline on an annual basis.
