Shenzhen is planning to issue its "Shenzhen City Employees' Work-Related Injury Rehabilitation Management Measure (Draft)" this year, setting up rigorous procedures for employees' work-related injury rehabilitation.
Employees during medical rehabilitation period should benefit from a rehabilitation allowance, a vocational rehabilitation period, a re-training allowance, and an employment subsidy.
According to the draft employees whose injuries are authenticated by labor security administrative departments or whose injuries are regarded as work-related injuries, and are in line with the following circumstances should be included in work-related injury rehabilitation: employees being in stable conditions with work-related injury rehabilitation period greater than the shortest but less than the longest, and identified by medical rehabilitation institutions to need early intervention rehabilitation therapy; employees who meet disability ratings and are confirmed by the relevant department to have rehabilitation value; and employees judged suitable under other work-related rehabilitation intervention standards.
Employees in a rehabilitation period should enjoy rehabilitation medical treatment and rehabilitaion services; disabled employees who have participated in work-related injury insurance enjoy a rehabilitation allowance of CNY500 per month; employees participating in vocational training at vocational rehabilitation institutions enjoy vocational training allowance of CNY200; while training expenses are paid by a work-related injury insurance fund.
The Draft also defines the system for admittance to designated medical institutions. Currently Shenzhen has eight designated medical institutions and the number will increase in the future.
Shenzhen Municipal Labor and Social Security Bureau estimates that about 3,000 people shoud be entitled to work-related rehabilitation each year and the fund for work-related rehabilitation should be CNY205 million.
