The Department for Social Welfare and Promotion of Charities of the Ministry of Civil Affairs has published the China Charity Donation Report 2009 in conjunction with China Charity and Donation Information Center.
According to the report, China saw donations totaling more than CNY33.274 billion in 2009, which was an increase of 3.5% over those in 2008.
The report says that the Ministry of Civil Affairs, the Red Cross Society of China, the China Charity Federation and national public funds received CNY19.768 billion, accounting for 61.22% of the total donation. And most of the donations were used on education, disaster relief and social service.
The report shows that enterprises were still the main donors in China, but the number of individual donors was on the increase.
Dou Yupei, the vice minister of the Ministry of Civil Affairs, said that MCA will speed up the promulgation of the Philanthropy Law and make rules for the management of social donations. Meanwhile, it will also roll out a range of regulations to guarantee the due disclosure of charity information so the donors will know clearly how their donations are used.
