To protect the interests of Hepatitis B virus carriers, China's Ministry of Human Resources and Social Security, the Ministry of Education, and the Ministry of Health have jointly issued a circular which requires that Hepatitis B checkups for school enrollment and employment purposess be abolished.
The circular states that policies regarding Hepatitis B checkups for education or employment purposes shall be abolished or revised within 30 days after the reception of the circular. Those who break the rule by requiring checkups for Hepatitis B will be punished. Medical staff who disclose details of Hepatitis B carriers will be warned, or required to stop their medical practice, or may even have their physician's certificate canceled.
The three departments require that educational departments and employers do not conduct any checks for Hepatitis B or ask the students or job applicants to provide a Hepatitis B checkup report, nor should they ask them whether they are Hepatitis B virus carriers. In addition, medical institutions at all levels must not provide Hepatitis B checkup services to schools and employers who want to know about the Hepatitis B status of their students or potential employees.
